503 Service unavailable - NeuInst

Hallo alle zusammen,

ich kriege bei einer Neuinstallation diesen Fehler:

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

Daten zur BD stimmen stimmen, das habe ich mehrfach kontrolliert.
In den logs kriege ich diesen Hinweis, kann aber wirklich damit nichts anfagen:
